Relationship Between Patient Safety Culture and Professional Behavior in the Context of Clinical Governance Implementation: A Review of the Available Evidence

Abstract
Introduction: Patient safety culture is an essential factor in determining the ability of hospitals to address and reduce the occurrence of adverse events. Considering the increasing prevalence of medical errors, the increase in public attention and the pressure of public opinion on this issue, and the limitations of studies in this field, the present study was conducted to examine the relationship between the culture of patient safety and professional behavior within the framework of the framework of clinical governance implementation.

Search Strategy: This review was conducted by searching the WOs, SID, Scopus, and PubMed databases and Google Scholar search engine with the keywords “Patient safety culture”, “Clinical governance”, and “Professional Behavior” from 2018 to 2023.

Results: The results showed that the patient safety culture is a crucial component of the quality of care provided by medical staff, and that professional behavior significantly influences the promotion of this safety culture. Additionally, a high level of nurses' perception of safety culture is associated with a reduced incidence of adverse events. Evidence regarding the state of patient safety culture in Arab countries generally suggests that this culture is inadequate, primarily due to a punitive approach to errors and a lack of open communication. Although all these countries are part of the European Union, many dimensions of safety culture require improvement, with only a few rated as good and the majority rated as poor.

Conclusion and Discussion: Safety culture has recently attracted the attention of healthcare organizations. To foster a strong and positive safety culture within these organizations, several challenges must be addressed. Healthcare managers need to adopt effective management strategies and implement modern techniques to overcome the obstacles associated with institutionalizing safety culture.
